Overview

To be responsible for the management, care and treatment of service users, to ensure that the optimum standard of care is provided within the designated area(s) of responsibility.

The CNM 2 is an essential member of the Emergency Department Team. The post of CNM 2 is central to the co-ordination and management of activity and resources within the Emergency Department. The CNM2 is responsible for a quality nursing practice within the Emergency Department.

The primary role of the CNM II will be one of clinical and professional leadership and development in the nursing team, including the development of nursing staff by means of in-service training, orientation of new staff and arranging for clinical experience and supervision of student nurses where this is appropriate.

The CNM2 assumes responsibility for the clinical environment during the shift to ensure the provision of quality patient care by acting as an integral member of the multidisciplinary team.

Collaborates with the Clinical Nurse Manager 3/Assistant Directors of Nursing in the planning, implementation and evaluation of nursing services.

The CNM2 participates with ADON patient flow in the patient ED journey, using appropriate pathways, including escalation in a timely manner.

The CNM2 ensures that every effort is made in the department to meet national key performance indicators and targets e.g. optimum patient flow, PET times, Ambulance turnaround times. 

The CNM2 communicates with colleagues to provide safe quality healthcare to patients. This includes all written and verbal communication.

The CNM2 supports junior colleagues, nursing and other healthcare students in the learning and on-going development of their professional values, practice and conduct.

Essential Criteria

1.  Statutory Registration, Professional Qualifications, Experience, etc

(a) Eligible applicants will be those who on the closing date for the competition:

 

(i) Are registered in the relevant division of the Register of Nurses & Midwives maintained by the Nursing and Midwifery Board of Ireland [NMBI] (Bord Altranais agus Cnáimhseachais na hÉireann) or entitled to be so registered.     

AND

(ii) Have at least 5 years post registration experience (or an aggregate of 5 years fulltime post registration experience) of which 2 years must be in the speciality or related area (Emergency Nursing).

AND

(iii) Have the clinical, managerial and administrative capacity to properly discharge the function of the role.

AND

(iv) Candidates must demonstrate evidence of continuous professional development.

AND

(v) Candidates must possess the requisite knowledge and ability including a high standard of suitability and clinical, managerial and administrative capacity to properly discharge the functions of the role.

 

2.  Annual registration

(i)  On appointment, practitioners must maintain live annual registration on the relevant division of the Register of Nurses and Midwives maintained by the Nursing and Midwifery Board of Ireland (Bord Altranais agus Cnáimhseachais na hÉireann).

AND

(ii) Confirm annual registration with NMBI to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC).

  

3.  Health

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

 

4.  Character

Each candidate for and any person holding the office must be of good character.

 

Post Specific Requirements

  • Demonstrate depth and breadth of experience in the area of emergency nursing as relevant to the role.
  • Post Graduate Higher Diploma in Emergency Nursing or equivalent is desirable.
  • Advanced Cardiac Life support (ACLS), Paediatric Life Support (PLS), Manchester Triage System (MTS), Irish Children’s Triage System (ICTS) – must be completed within 6 months of commencement of post.
