The Recruitment and Resourcing Manager will be responsible for leading the development, delivery and implementation of the recruitment function for Dublin North East Region. The Recruitment Manager will work with the HR Managers within the Region to provide vision and strategic direction for the Hospitals & Community Heathcare Services.

 

This responsibility will include leading on recruitment & retention initiatives, staff engagement, performance management, mentoring, workforce planning, training and development and any other HR projects and initiatives that may be assigned from time to time. 

 

The Recruitment and Resourcing Manager will provide guidance on the broad DNE/HSE HR policy direction and governance on people related matters - to influence, monitor and support the changing structure and workforce with a focus on change management, leadership and development support.

 

The Recruitment and Resourcing Manager will actively contribute to the delivery of patient / client centered services and will play a key role in supporting and directing the HR Managers towards the achievement of the regional objectives. The role will also lead out on the implementation of specific HR projects/initiatives for the region as directed by the Regional Director of People.

 

S/he will be responsible for ensuring the most effective use of the resources available for the services s/he is responsible for.

Essential Criteria

This competition is confined to staff currently working with the HSE, Tusla or Section 38 Organisatins.

Candidates must have at the latest date of application:

  • A 3rd level qualification preferably in Human Resources or Health Services Management or other relevant qualification (Quality and Qualifications Ireland Level 8 or equivalent)
  • At Least 3 years at a senior level in a HR Development role which will include a proven ability to develop, manage and deliver major recruitment/HR strategies/programmes
  • Relevant experience in high volume health care recruitment
  • A record of delivering change, working in a complex environment through strong interpersonal and communications ability
  • Experience of managing and working collaboratively with multiple internal and external stakeholders, as relevant to the role
  • A track record of successful and innovative leadership
  • Have the requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Each candidate for and any person holding the office must be of good character

 

Age

Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant (within the meaning of the Public Service Superannuation Act, 2004).  A candidate who is not classified as a new entrant must be under 65 years of age.
