Overview

The primary purpose of the Head of Human Resources role is to lead the Human Resources function in the Region and designated IHA area(s). He/she will have a clear focus on ensuring the highest calibre of staff with the appropriate skill mix in a culture that values, empowers and develops our people

 

The post holder will actively contribute to the delivery of patient / client centred services. The post holder is responsible for the delivery and implementation of a range of generalist HR services within their assigned remit and the provision of advice and guidance on HR issues in order to support the IHA manager(s) and RDOP in the achievement of its business objectives. Working with the HR Senior Management Team the post holder will provide guidance on the broad HSE HR policy direction and governance on people related matters; to influence, monitor and support the changing structure and workforce with a focus on change management, leadership and development support. Provide HR support and guidance to the IHA manager(s) and their teams in the delivery of the organisational strategy in line with Slaintecare and the new Health Regions structure.

Essential Criteria

Candidates must have at the latest date of application:

 

  • Hold a relevant third level qualification in HR or related area

                                                   OR

 

  • Have extensive experience at senior management level in a Human Resource role

                                             And

 

  • Extensive experience at a senior level in a Human Resource role within a civil or public service environment or comparable and relevant business environment of equivalent complexity
  • A proven ability to develop, manage and deliver effective HR strategies
  • Have a proven record of successful and innovative leadership in the development and delivery of Human Resources services
  • A record of delivering change, working in a complex environment through strong interpersonal and communications ability
  •  Experience of managing and working collaboratively with multiple internal and external stakeholders, as relevant to the role
  • Have the requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office

This campaign is confined to staff currently working within the HSE, working at Grade VIII or higher.

 

Health

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

 

Character

Each candidate for and any person holding the office must be of good character.

 

Note1: Candidates must achieve a pass in Ordinary or Higher level papers. A pass in a foundation level paper is not acceptable.  Candidates must have achieved these grades on the Leaving Certificate Established programme or the Leaving Certificate Vocational programme.  The Leaving Certification Applied Programme does not fulfil the eligibility criteria.
