Eligible applicants will be those who on the closing date for the competition:
Have satisfactory experience as a Clerical Officer in the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004
Or
Have obtained a pass (Grade D) in at least five subjects from the approved list of subjects in the Department of Education Leaving Certificate Examination, including Mathematics and English or Irish1. Candidates should have obtained at least Grade C on higher level papers in three subjects in that examination.
Or
Have completed a relevant examination at a comparable standard in any equivalent examination in another jurisdiction
Or
Hold a comparable and relevant third level qualification of at least level 6 on the National Qualifications Framework maintained by Qualifications and Quality Ireland, (QQI).
Post Specific Requirements:
- 5 years administrative experience
- 2 years continual supervisory or management experience in a hospital or other relevant healthcare experience
- 2 years minimum working within an acute hospital setting
- Possess sufficient administrative capacity to discharge the functions of the grade
- Experience of people management and team working
- Experience providing timely and accurate information relating to waiting lists, managing and maintaining NTPF waiting lists in accordance with the NTPF Management of Referrals (2022), and the Strategy for the Design of Integrated Outpatient Services 2016-2020.
- Experience in adherence to and ensuring compliance with national standards regarding the management of OPD and Inpatient waiting lists
- Responsible for monitoring and auditing full compliance of PPGs.
- Able to meet set deadlines
- Experience supporting innovative change and service delivery within Scheduled Care
- Demonstrate professional ability and experience of dealing with correspondence e.g., requests and complaints involving large volumes of requests and maintaining excellent records
- Understanding of the health service organisational structure and an understanding of the various audiences and key stakeholders for the HSE.
- Demonstrate experience of organising and planning workload and have excellent computer skills and proficiency including the MS Office Suite and the use of databases.
- Experience in report preparation and analysis with Microsoft Excel
- Significant experience of working in a busy office environment managing competing demands and multiple concurrent pieces of work
- Experience of working with internal and external stakeholders
- Experience of report preparation, professional writing and creation of documents such as standard operating procedures (SOP), reports, etc.
- Proficient in MS Teams including the scheduling & conferencing facilities function.
- Experience in development of business cases and/or other proposals for improvements or modernisation of services
- Experience in management of the delivery of KPIs as a routine and core business objective and develop action plans to address non-attainment of KPI targets
- Experience in ensuring that the quality of data regarding all activity within the sphere of responsibility is of the highest quality
- Actively participate in recruitment from identification of need, creating business cases, making submissions to ECC, writing job descriptions and person specifications, liaising with HR re: recruitment campaigns, conducting interviews, giving feedback to candidates and arranging suitable placements.
- Commitment to undertaking further education in line with this role
- Knowledge of the HSE, NSP, Sláintecare, Waiting List Action Plan, structure, additional policies and procedures relevant to discharge the duties of the office
- Being the communication channel for staff internally and externally as well as for service users on a daily basis in responding to queries and situations that need to be resolved in a timely manner
