Deliver care in line with the five core concepts of the role set out in the Framework for the establishment of Clinical Nurse Specialist posts, 4th edition, Nation Council for the professional development of Nursing and Midwifery (NCNM) 2008.

The CNS will have a role in assessing adolescents with complex addiction issues as a case manager while also as part of the addiction team, they will have a key role in supporting the addiction team in assessing mental health and medical co-morbidities in adolescent service users. They will be pivotal conduit between the Addiction Services and Child & Adolescent Mental Health Services. In particular the development of the adolescent specific nursing assessment from its current level to a much higher level is one of the aims of these posts.  The provision of an assertive outreach component to the service is one that is also needed.The links between community (Tier 3) and mental health services in each area need to be strengthened and developed

Liaison with other professional agencies involved in the care plan of the young person is also vital and onward referral to Tier 4 residential unit as required

Essential Criteria

Candidates must have at the latest date for receipt of applications for the post:

  • Be registered in the Psychiatric Division of the Register of Nurses kept Bord Altranais agus Cnáimhseachais na hÉireann (Nursing Midwifery Board Ireland) or be entitled to be so registered

Note: Post holders must maintain annual registration with Bord Altranais agus Cnáimhseachais na hÉireann

  • Have at least 5 years post registration full time experience or an aggregate of 5 years full time experience in the division of the register in which the application is being made – Addictions Services -Psychiatric / Mental Health services as a registered Psychiatric Nurse

And

  • Have successfully completed a post registration programme of study, as certified by the education provider, which verifies that the applicant has achieved a Quality and Qualifications Ireland (QQI), National Framework of Qualifications (NFQ) major academic Level 8 or higher award or can provide written evidence from the Higher Education Institute that they have achieved the number of ECTS credits equivalent to a Level 8 or higher standard, relevant to the specialist area of care – Insert name the area of care prior to application* (See Note 1)
  • Have a minimum of 2 years’ experience or an aggregate of 2 years full time experience in specialist area of Psychiatric care

 And

  • Have the ability to practice safely and effectively fulfilling his/her professional responsibility within his/her scope of practice

 And

  • Must demonstrate evidence of continuing professional development

Age

Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant (within the meaning of the Public Service Superannuation Act, 2004).  A candidate who is not classified as a new entrant must be under 65 years of age

Health

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Character

Each candidate for and any person holding the office must be of good character
