Overview

Under the leadership of the Director of Public Health Nursing, the Assistant Director of Public Health Nursing (ADPHN) will be responsible for the management of the community nursing service delegated to him/her. S/he must manage the delivery of an efficient and effective community service to those eligible who require it. All nursing staff report to and are supervised by the ADPHN.

 

In keeping with their responsibility to ensure optimal use of available resources the ADPHN must develop and manage working relationships with nurse colleagues in the PHN service, other members of the Primary Continuing Care Team, hospitals and other institutions in the network and community area, GPs and practice nurses, voluntary and statutory bodies and professions, representatives of marginalised and vulnerable groups.

Essential Criteria

Statutory Registration, Professional Qualifications, Experience, etc

Candidates must, on the latest date for receiving completed applications for the post:

 

  • Be registered, or be eligible for registration, in the Public Health Nursing Division of the Register of Nurses and Midwives maintained by the Nursing and Midwifery Board of Ireland [NMBI] (Bord Altranais agus Cnáimhseachais na hÉireann).

And

  • Have not less than 5 years satisfactory experience as a Public Health Nurse in the Irish Health Sector or in an analogous post in another jurisdiction, or an aggregate of five years such experience.

And

  • As a Public Health Nurse, have successfully completed a post registration programme of study, as certified by the education provider, which verifies that the applicant has achieved a National Framework of Qualifications (NFQ) major academic Level 8 or higher award maintained by Quality & Qualifications of Ireland (QQI) or can provide written evidence from the Higher Education Institute that they have achieved the number of ECTS credits equivalent to a Level 8 or higher standard in one of the following: Health Care, Quality Improvement, Risk Management, Health and Safety or Leadership and Management related area.

Or

  • As a Public Health Nurse, give a commitment to undertake a relevant post registration qualification at not less than Level 8 (QQI) qualification in one of the following: Health Care, Quality Improvement, Risk Management, Health and Safety or Leadership and Management related area within a specific time scale to be decided.

And

  • Candidates must possess the requisite clinical, leadership, managerial and administrative knowledge and ability for the proper discharge of the duties of the office.

Annual Registration

  • On appointment, Practitioners must maintain live annual registration in the Public Nursing Division of the Register of Nurses and Midwives maintained by the Nursing and Midwifery Board of Ireland [NMBI] (Bord Altranais agus Cnáimhseachais na hÉireann).

And

  • Practitioners must confirm annual registration with NMBI to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC)
