Overview

The job of a Grade III Clerical Officer can be extremely broad and varies greatly from one area to another.  The duties will be as such as my be assigned to the officer from time to time by their relevant Line Manager/Supervisor, Business/Assistant Manager or Designated officer of the Board.

Connolly Hospital Blanchardstown is a major teaching hospital providing a range of acute medical and surgical services, day care, outpatient, diagnostic and support services.  Emergency services are provided on a 365-day, 24 hour basis.  Multi-disciplinary teams representative of medical, nursing, allied health professionals, management and general support staff play a pivotal role in the development, delivery, monitoring and evaluation of these services.  The hospital has a current bed complement of >300 beds.

 

The hospital is affiliated to the Royal College of Surgeons in Ireland (RCSI) for medical education, to Dublin City University (DCU) for nursing education and to University College Dublin (UCD), Trinity College Dublin (TCD) and the Institute of Technology for allied health professional education.

Key Responsibilities

  • Registering patients on the hospital system while following correct procedures as outlined in the Emergency Department (ED) procedure pathway for same
  • Ensuring patient identification and data collected is correctly input including relevant insurance, ED government levy where applicable
  • Request patient healthcare record (HCR) when required and follow procedures regarding management of all HCR within the hospital
  • Processing hospital admissions when required ensuring this is completed in a timely manner
  • File appropriate records adhering to department processes
  • Scanning ED records on Symphony
  • Effective handover to colleagues at the end of each shift
  • Deal with telephone and email queries in a timely manner
  • Excellent communication skills and ability to liaise and co-operate with other members of staff in the interest of providing the best possible service to patients
  • Arranging follow up appointments when required for patients
  • Covering other areas of the ED/Zones as the need arises in line with supervisor/line manager Liaising with patient family members
  • Cross cover during times of annual leave etc.
  • Attendance at mandatory training
  • Demonstrates adaptability and capacity to cope with changes and pressures of a demanding service delivery
  • Adaptably and flexibility in a continually changing environment
  • Ability to work in a fast paced environment
  • Ability to manage time and demonstrate a high level of organisational skills
  • Attention to detail is an essential component of this role

Essential Criteria

Each candidate must on closing date for applications:

 

Health

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

 

Character

Each candidate for and any person holding the office must be of good character.

 

Age

Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant (within the meaning of the Public Service Superannuation Act, 2004).  A candidate who is not classified as a new entrant must be under 65 years of age on the first day of the month in which the latest date for receiving completed application forms for the office occurs.

Post Specific Requirements if any:

 

Have satisfactory experience as a clerical officer in the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2000.

OR

Have obtained a pass (Grade D) in at least five subjects from the approved list of subjects in the Department of Education Leaving Certificate Examination, including Mathematics and English or Irish1. Candidates should have obtained at least Grade C on higher level papers in three subjects in that examination.

OR

Have completed a relevant examination at a comparable standard in any equivalent examination in another jurisdiction.

OR

Hold a comparable and relevant third level qualification of at least level 6 on the National Qualifications Framework maintained by Qualifications and Quality Ireland, (QQI).
