  • The Post holder will support and advise the Hospital Group to build an effective adult safeguarding delivery system
  • The Post holder will support the Hospital Group to promote a strong adult safeguarding working culture and work closely with the national safeguarding office  in the roll out of the new policy, and the development of guidance and promotion of adult safeguarding in a wider context
  • The Post holder will take a lead on education and training developments in the area of adult safeguarding in the Hospital Group and the context of the implementation of an education programme for the existing safeguarding practice and structures and any revised HSE adult safeguarding policy
  • Lead in the development & collation of relevant training metrics and KPI’s
  • The Post holder as required take a lead role on quality and practice matters and other related service developments/initiatives in the area of adult safeguarding.
  • The Post holder will as required to develop guidance, support materials, and support the roll out of guidance developed by National Safeguarding Office, NSO about Adult Safeguarding across the Hospital Group
  • The Post holder will lead on building the support structure to effectively implement the revised HSE Adult Safeguarding Policy across the Hospital Group
  • The Post holder will offer support, guidance and advice on social work practice matters and wider safeguarding issues to a range of relevant stakeholders and services across the Hospital Group and build effective relationships with existing social work staff in the hospital Group and national safeguarding Office.

Key Responsibilities

The Post holder will:

Professional / Clinical

  • Support the Hospital Group to build an effective adult safeguarding culture to support the delivery system.
  • Provide clinical and professional leadership within the Hospital Group to support the development and delivery of a high-quality adult safeguarding service.
  • Advise stakeholders and external organisations as required on adult safeguarding with the Hospital Group in line with legal and policy frameworks.
  • Advise managers and health care professionals within the Hospital Group on the appropriate assessment and coordination responses following the raising of adult safeguarding concerns
  • Contribute to policy and practice developments for adult safeguarding with the Hospital Group and as required in Acute Operations and across the HSE
  • Ensure the promotion and implementation of the current and revised HSE adult safeguarding policy.
  • Work closely with Hospital Social Work Teams and Community Healthcare Safeguarding Teams on the operation of adult safeguarding.
  • Develop strong collaborative relationships with relevant Community Health Services
  • Provide leadership through guidance, education, support and information giving which promotes a working culture based on a strong person-centred and human rights approach.
  • Develop strong working relationships and collaboration links across the Hospital Group with relevant professionals, Heads of Services, Clinical Teams and managers, to provide effective adult safeguarding.
  • Advise on the management, supervision and performance of social work activity in keeping with good professional practice and subject to agreed policy directives and priorities.
  • Champion quality initiatives and service improvement programmes in the area of adult safeguarding.
  • Develop and promote integrated and person-centred models of service delivery with relevant stakeholders.
  • Ensure the implementation of current and proposed legislation, policies and procedures, guidelines and protocols.
  • Ensure anti-discriminatory practice and cultural competence, at individual and service levels.
  • Seek the development of fair and equitable social policy in the area of adult safeguarding.
  • Contribute to development of adult safeguarding services to meet current and emerging trends and unmet needs.
  • Facilitate clear channels of communication to relevant management structures in relation to adult safeguarding service and allied issues.
  • Provide professional leadership at meetings, committees and/or other fora as required.
  • Ensure that social work and adult safeguarding services value diversity and respect in the workplace.
  • Ensure the provision of appropriate supervision to staff as required.
  • Avail of appropriate supervision to ensure own ongoing competency to supervise other staff as well as advancing own professional development.
  • Contribute to national and local adult safeguarding awareness raising programmes.
  • Contribute as a team member to a range of activities undertaken by the Hospital Group
  • Ensure compliance with a high standard of documentation and file management in accordance with local guidelines and relevant legislation (i.e., FOI, Data Protection, Parliamentary data/reports
  • Participate in the development and review of strategic and operational plans within the Hospital Group
  • Provide data / reports on adult safeguarding and related topics in a consistent and high-quality format.


  • Report and advise on resource requirements for his/her area of responsibility.
  • Actively contribute to the implementation of the revised adult safeguarding policy.
  • Contribute to the appropriate performance management system for the delivery of high-quality social work service.
  • Keep updated on current and impending legislation and the perceived impact on practice.
  • Keep up to date developments in national policies, practices and strategies and international best practice.
  • Keep up to date with national and organisational developments within the Irish Health Service.
  • Ensure service delivery corresponds to best national and international practice.
  • Ensure the social work service complies with relevant HR and other policies, procedures and guidelines.
  • Contribute to the development of policies, procedures and guidelines in relation to the social work service, engaging staff as appropriate.
  • Participate in and contribute to service planning and development.
  • Contribute to Hospital Group service delivery reports as required e.g., service plan and, annual report.
  • Ensure that there are appropriate systems in place to gather relevant information.
  • Oversee service user and data confidentiality.
  • Collaborate with the Hospital Group management in developing the role of the Post holder through planning, audit, production of standards, continuing education, quality improvement initiatives and research.
  • Contribute to efficient and effective use of developments in IT.

Learning and Education

  • Take personal responsibility for own professional development and keep up to date with evidence based practice and research.
  • Participate in relevant risk/legal and audit training
  • Attend all mandatory training days and ensure that all mandatary training is in date.
  • Comply with all HR system and policy requirements.

Quality Improvement and Risk Management

  • Ensure compliance with all relevant HSE guidelines, policies, procedures and relevant legislation and regulatory requirements.
  • Participate in the continuous review and evaluation of policies, guidelines and existing practices through regular audit programmes and review engaging with the multi-disciplinary team where required.
  • Assist in promoting a culture of continuous quality improvement across the organisation.
  • Be aware of the core objectives, standards and key performance indicators for the service and contribute and lead in the monitoring of performance against these standards.
  • Participate in the requirements of the organisation’s risk management programme.
  • Promote the delivery of a high standard of care to all patients.
  • Assist in ensuring a culture of safety, promoting positive reporting of incidents and near misses; investigate and take remedial action on incidents or near misses involving patients and staff according to organisation’s policies, protocols and guidelines.

Essential Criteria

Candidates must have at the latest date of application:


Professional Qualifications, Experience, etc.

i) Be registered on the Social Workers Register maintained by the Social Workers Registration Board at CORU.


ii)Maintain live annual registration on the Social Workers Register maintained by the Social Workers Registration Board at CORU.


iii) Have 5 years relevant post-qualification experience.


iv) Have the requisite knowledge and ability (including a high standard of suitability, professional and managerial ability) for the proper discharge of the duties of the office.

Annual Registration

Practitioners must maintain annual registration on Social Workers Register maintained by the Social Workers Registration Board at CORU.


Confirm annual registration with CORU to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC).


Have successfully completed a post registration programme of study, as certified by the education provider, which verifies that the applicant has achieved a National Framework of Qualifications (NFQ) major academic Level 8 or higher award maintained by Quality & Qualifications ofIreland (QQI) or can provide written evidence from the Higher Education Institute that they have achieved the number of ECTS credits equivalent to a Level 8 or higher standard in a health care or management related area.


(b) Candidates must possess the requisite clinical, leadership, managerial and administrative knowledge and ability for the proper discharge of the duties of the office.



A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.



The candidate for and any person holding the office must be of good character.
