This post will undertake a programme of financial governance reviews as agreed with the CEO and CFO across the RCSI Hospital Group as part of the annual financial governance plan. The role holder will participate in the development and implementation of uniform systems and processes including operational and reporting methodologies. The position requires a collaborative and supportive approach to the development of services and structures, embracing continuous quality improvement and the implementation of changes necessary to achieve organisational objectives.

Key Responsibilities


  • Undertake Financial Risk assessments
  • Assist in the preparation of Financial Governance Strategic and Operational Plans
  • Undertake reviews from planning stage to completion
  • Discuss and agree client expectations and requirements;
  • Preparation of documentation for proposed audit assignments
  • Devise plans, relevant programmes and tests for each assignment
  • Obtain analyse, interrogate and interpret data/information
  • Use Computer Assisted Techniques where applicable
  • Carry out tests and obtain sufficient reliable evidence to support finding and conclusions, and prepare clear, well-documented working papers, which support  findings
  • Discuss and agree all draft report findings, conclusions and recommendations with local management, including the preparation of an agreed management action plan, incorporating timelines for completion
  • Prepare clear, concise, accurate reports backed up by sufficient reliable documentary evidence using standard working papers and practices
  • Prepare clear, logical, sufficiently documented files for each assignment.
  • Execute assignments in accordance with agreed plans, time budgets and deadlines
  • Plan and undertake Value For Money (VFM) audits
  • Undertaking special assignments and investigations as directed
  • Effectively discharge the Unit’s day to day operations, including compliance with the RCSI Group’s Financial regulations and all group policies and procedures
  • Enable other team members to carry out their responsibilities
  • Prepare regular reports on the progress of work against the operational plan
  • Provide information to Management in a timely manner
  • Manage the performance of staff if required
  • Responsible for, either as an individual or part of a team for the development and training of staff
  • Responsible for administrative duties of the unit.
  • Advise management on best practice to ensure optimum use of resources
  • Advise, promote and participate in the implementation of best practice (including Corporate Governance)
  • Assess and analyse compliance with National and EU legislative obligations, and national policies and procedures
  • Promote and participate in the implementation of change
  • Participate in and lead project working groups
  • Represent the department on committees and groups as required
  • Maintain confidentiality in all aspects of work

Learning and Education

  • Take personal responsibility for own professional development and keep up to date with evidence based practice and research.
  • Attend and participate in relevant staff development programmes on an ongoing basis and sharing knowledge with other staff members.
  • Assist with the orientation and induction of new staff and be available to provide orientation as deemed necessary, helping them to integrate as members of the team.
  • Assist in the training of colleagues where required.
  • Identify and inform the Learning and Education Team of any training and professional development requirements.
  • Attend all mandatory training days and ensure that all mandatary training is in date.
  • Comply with all HR system and policy requirements.

Quality Improvement and Risk Management

  • Ensure compliance with all relevant HSE guidelines, policies, procedures and relevant legislation and regulatory requirements.
  • Participate in the continuous review and evaluation of policies, guidelines and existing practices through regular audit programmes and review engaging with the multi-disciplinary team where required.
  • Assist in promoting a culture of continuous quality improvement across the organisation. 
  • Be aware of the core objectives, standards and key performance indicators for the service and contribute to the monitoring of performance against these standards.
  • Participate in the requirements of the organisation’s risk management programme.
  • Promote the delivery of a high standard of care to all patients.
  • Work with members of the team in devising Standard Operating Procedures for the development of the Department/Organisation.
  • Assist in ensuring a culture of safety, promoting positive reporting of incidents and near misses; investigate and take remedial action on incidents or near misses involving patients and staff according to organisation’s policies, protocols and guidelines.

Essential Criteria

Upon receipt of application, candidates must possess;

  • Experience of working in a similar environment (e.g. external audit, finance, control assurance), as relevant to the role
  • Qualified or significant progress in relevant Accountancy qualifications as identified below is an advantage
  • Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office.

Post Specific Requirements;

  • Access to appropriate transport to fulfil the requirements of the role as post will involve travel.
  • Successful applicants will be encouraged to achieve relevant professional accountancy qualification or audit qualification certification. The following courses are deemed relevant:

  • ACCA (Association of Chartered Certified Accountants)
  • CIMA (Chartered Institute of Management Accountants),
  • CIPFA (Chartered Institute of Public Finance and Accountancy)
  • CAI (Chartered Accountants Ireland, the Institute of Chartered Accountants of Scotland and the Institute of Chartered Accountants in England and Wales)
  • CPA (Institute of Certified Public Accountants in Ireland)
  • IIPM (Institute of Incorporated Public Accountants)
  • IIA - Institute of Internal Auditors
