The ICT Project Manager will work as part of a local team in the planning, analysis and implementation of new ICT systems within Cavan and Monaghan Hospital.   The post holder will also be involved in the analysis and enhancement of existing systems.  As part of a local team the post holder will be expected to work closely with the national HSE ICT department (OoCIO) in progressing these projects.


The post holder will be responsible for the:

  • Project management and implementation of new IT systems in Cavan and Monaghan hospitals.
  • Support for existing Information Systems and users
  • Provision of Business Intelligence and Management Reporting to meet local and national requirements
  • Implementing national ICT policies and procedures across Cavan and Monaghan Hospital

Key Responsibilities

Cavan & Monaghan Hospital’s Catchment Population of over 120,000 covering Counties Cavan & Monaghan, and parts of Counties Longford, Leitrim, and Meath. Cavan Monaghan Hospital is part of the RCSI Hospitals Group, which covers a population in excess of 800,000.


Cavan & Monaghan Hospital provides a range of acute medical, surgical, obstetric, and gynaecological, paediatric services, day care, outpatient, diagnostic, and support services.  Emergency services are provided on a 365-day, 24-hour basis.  Multi-disciplinary teams’ representative of medical, nursing/midwifery, health and social care professionals, management administration and general support staff play a pivotal role in the development, delivery, monitoring and evaluation of these services.  Cavan General Hospital has a total in-patient bed complement of 255- and 102-day beds.  Monaghan Hospital has a total of 56 in-patient beds inclusive of step-down and rehabilitation and 17-day beds. The total staff HSE complement is approximately 1279 in Cavan General Hospital and 159 in Monaghan Hospital. 


Project management

  • Preparing and managing a detailed project work-plan with associated resource requirement profile identification
  • Leading, monitoring and maintaining progress of the project plan/s to ensure delivery of the key stages and goals within the agreed constraints of time, cost and quality
  • Managing third party implementers.
  • Controlling and reporting progress and escalating any issues, as appropriate, in a timely manner. Initiating corrective action where necessary in order to keep the project on track
  • Continually assessing potential risks and issues maintaining risk and issue logs, and contingency plans
  • Playing a lead role in defining an effective communication strategy for the project/s, including communicating and consulting with key stakeholders
  • Identify inter-dependencies between the various stakeholder groups to ensure all are aligned and risks are identified, mitigated and communicated
  • Excellent stakeholder management and communication skills
  • Strong knowledge of PRINCE 2 or PMP or other Project Management Methodologies.
  • Experience in driving the implementation of new Business Processes to support adoption of new technology
  • Strong team player
  • Experience in using standard Project Management and MS Office tools Inc. MS Project, Excel, Word and Visio
  • Excellent organization and communication skills
  • Experience/ knowledge of IPIMS Application is an advantage.

Operational Management

  • The operational management of Information Services at Cavan Monaghan Hospital on a day to day basis including the management & supervision of Information Service (IS) staff.
  • Assist with appropriate data governance and sharing among the RCSI HG.

Systems Planning, Development & Support

  • Project Management of key IT projects from project proposal to project post implementation review. This will involve developing specifications, participating in selection and reviewing relative success of projects post implementation
  • Assist in the planning of Information System developments at Cavan Monaghan Hospital, including selection of systems
  • Monitoring and preparation of IT budget reports
  • Supporting and enhancing existing processes and existing systems to achieve business efficiency
  • Liaising with vendors/suppliers and potential suppliers, including the management of contracts and service level agreements, ensuring value for money across all projects

Compliance and Security

  • Assist in developing ‘best practice’ IT standards including Data Protection, Data Quality and IT Security across the service at Cavan Monaghan Hospital through working with key hospital/HSE managers
  • Providing continuous risk assessment for Cavan Monaghan Hospital Information Systems

Key Performance Indicators

  • The identification and development of Key Performance Indicators (KPIs) which are congruent with the Hospital’s service plan targets
  • The development of Action Plans to address KPI targets
  • Driving and promoting a Performance Management culture
  • The management and delivery of KPI’s as a routine and core business objective 

Risk Management, Infection Control, Hygiene Services and Health & Safety

  • The management of Risk, Infection Control, Hygiene Services and Health & Safety is the responsibility of everyone and will be achieved within a progressive, honest and open environment
  • The post holder must be familiar with the necessary education, training and support to enable them to meet this responsibility
  • The post holder has a duty to familiarise themselves with the relevant Organisational Policies, Procedures & Standards and attend training as appropriate in the following areas:
    • Continuous Quality Improvement Initiatives
    • Document Control Information Management Systems
    • Risk Management Strategy and Policies
    • Hygiene Related Policies, Procedures and Standards
    • Decontamination Code of Practice

  • The post holder is responsible for ensuring that they become familiar with the requirements stated within the Risk Management Strategy and that they comply with the Group’s Risk Management Incident/Near miss reporting Policies and Procedures.
  • The post holder is responsible for ensuring that they comply with hygiene services requirements in your area of responsibility. Hygiene Services incorporates environment and facilities, hand hygiene, catering, cleaning, the management of laundry, waste, sharps and equipment.
  • The post holder must foster and support a quality improvement culture through-out your area of responsibility
  • It is the post holders’ specific responsibility for Quality & Risk Management, Hygiene Services and Health & Safety this will be clarified to you in the induction process and by your line manager.
  • The post holder must take reasonable care for his or her own actions and the effect that these may have upon the safety of others.
  • The post holder must cooperate with management, attend Health & Safety related training and not undertake any task for which they have not been authorised and adequately trained.
  • The post holder is required to bring to the attention of a responsible person any perceived shortcoming in our safety arrangements or any defects in work equipment.
  • It is the post holder’s responsibility to be aware of and comply with the HSE Health Care Records Management/Integrated Discharge Planning (HCRM / IDP) Code of Practice.
  • To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.



  • Employees must attend fire lectures periodically and must observe fire orders
  • All accidents within the Department must be reported immediately
  • Infection Control Policies must be adhered to.
  • In line with the Safety, Health and Welfare at Work Act, 2005 all staff must comply with all safety regulations and audits
  • In line with the Public Health (Tobacco) (Amendment) Act 2004, smoking within the Hospital Buildings is not permitted
  • Hospital uniform code must be adhered to

Essential Criteria


Candidates must have at the latest date of application: 

1.  Professional Qualifications, Experience, etc.

  • Level 8 ICT (OR ICT related) Qualification or Higher.
  • Project management experience specifically in the management and deployment of ICT or ICT related systems.
  • Experience of leading change management through introducing new organisational processes.
  • Experience of working with a range of personnel at senior level within an organisation
  • Experience of providing Management Information and Business Intelligence reports and a proven knowledge of Project Management Methodology.



(2)  Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office.



A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render and efficient service.

Post Specific Requirements:


Experience in using standard Project Management and MS Office tools Inc. MS Project, Excel, Word and Visio.


Other requirements specific to the post:

  • There is a requirement that the post holder will work on site.
  • Access to appropriate transport to fulfil the requirements as post may involve travel.
  • Experience/ knowledge of IPIMS Application is an advantage

  • Evidence of a broad knowledge of ICT e.g. ICT project and change management, business intelligence analysis, application development, planning and implementation, user support and managing ICT vendors.
  • Knowledge and understanding of patient based systems in a hospital/healthcare environment
  • Knowledge and experience of report writing and business intelligence skills including expert knowledge of Excel and SQL.
  • Knowledge and understanding of developing KPIs and experience of implementing and achieving the required KPIs.
  • Knowledge and understanding of managing and reporting against service plans and other targets.
