        rcsi                Connolly                                                                                                          The Deputy General Manager will deputise for the General Manager and act for, and represent, the General Manager in matters pertaining to his/her areas of responsibility as directed and delegated by him/her from time to time. The Deputy General Manager will have a very hands on approach on all aspects of the operational function of the hospital and will lead on all activity relevant to this.

There are three distinct elements to the role:

  • Day to day operational management and co-ordination of clinical and related functions within the organisation through the Directorate MDT’s
  • Business performance and improvement systems and processes of the Hospital
  • General Services including estates, hygiene/cleaning services, decontamination, telephony, transport etc.


This role is structured to take account of the demands of a 24/7 operation in collaboration with all members of the Hospital Executive. Therefore, it must have the inbuilt flexibility to function as part of the Hospital Executive and provide cover on an agreed basis.

Key Responsibilities

Connolly Hospital Blanchardstown is a major teaching hospital providing a range of acute medical and surgical services, day care, outpatient, diagnostic and support services.  Emergency services are provided on a 365-day, 24-hour basis.  Multi-disciplinary teams representative of medical, nursing, allied health professionals, management and general support staff play a pivotal role in the development, delivery, monitoring and evaluation of these services.  The hospital has a current bed complement of 391 beds.


The hospital is affiliated to the Royal College of Surgeons in Ireland (RCSI) for medical education, to Dublin City University (DCU) for nursing education and to University College Dublin (UCD), Trinity College Dublin (TCD) and the Institute of Technology for allied health professional education.




  • Lead on and deliver on the key strategic objectives of the organisation and ensure the effective development and operation of services within their remit
  • Preparation of business cases and other proposals, to secure additional staffing, equipment and financial resources for new service developments. 
  • Development of effective partnerships with external organisations and other stakeholders
  • Represent the hospital as required and ensure the hospitals objectives are achieved
  • Lead and work collaboratively with relevant members of the Executive Management Team in meeting the National Standards for Safer Better Healthcare
  • Manage and review resource utilization to ensure efficiency and effectiveness


  • Responsible for and lead operational management/service delivery including:
  • Delivery of safe, efficient and effective services to patients
  • Lead on the development, in collaboration with relevant stakeholders, effective processes for monitoring and managing activity, and take corrective action if performance /targets are not achieved
  • Establish ongoing development of Business Intelligence Unit Control Hub for data / information so that it can be retrieved in a systematic way to support key business / clinical decision-making and service efficiencies and improvement.
  • Development of hospital clinical and business processes with a strong emphasis on patient mapping, capacity management, cost efficiency and effectiveness, lean processing, productive wards, etc.
  • Analysis of patient pathways / journeys, patient flow, hospital throughput and discharge planning  and working closely with all Key Stakeholders in this regard
  • Lead on analysis improvement of key data emerging in terms of identifying areas for improvement
  • Agreeing a core data set and using this information to drive performance across services and functions
  • Interrogation of data, providing comprehensive comparative analysis, develop a range of performance management reports to facilitate the Hospital Executive’s decision making, address appropriate benchmarking measures in line with similar hospitals
  • Develop and implement early warning / alert systems to productively improve performance, cost overruns, etc.
  • Working with clinicians to improve cost consciousness in decision-making with regard to service / quality improvements 
  • Re-organise and re-designate physical and process infrastructure to meet demands in a timely manner
  • Monitor population profiles presenting and projected and determining future demands on services
  • Addressing capacity and competence issues in a developmental way throughout the hospital to improve the overall analytical capacity and cost analysis capability, in cooperation with HR and members of the Hospital Executive.
  • Enabling middle management level to analyse data and make informed choices to support Hospital Executive decision-making. 
  • Develop robust business cases underpinned by sound financial planning to ensure efficiencies and effectiveness of the service delivered and monitor implementation.
  • Develop Service Level arrangements across the multi sites of RCSI HG to maximise capacity and support business continuity for appropriate and reasonable service. 

People Management

  • Provide leadership for clinical and administrative teams and ensure an effective learning environment for the multidisciplinary team and taking an active part in the delivery of care as appropriate.
  • Working in collaboration with the learning and development team, and training bodies to ensure the provision of a highly skilled workforce to meet the current and future requirements of the Hospital
  • Promote an environment that is conducive to the development of best practice, enhances staff retention and promotes good employee relations.
  • Maintain a high level of staff morale, promoting good communication, team spirit and job satisfaction among members of the multidisciplinary team. Strive to ensure that staff are accountable, responsible and have authority to practice and manage within their roles.
  • Play a role in the recruitment and selection of staff for the service.
  • Ensure that staff are effectively supported with development of personal development plans.
  • Ensure continuous professional and practice development initiatives in line with the strategic aims of the Hospital.
  • Comply with all HR system and policy requirements including recording of relevant data
  • Establish a formal mechanism for communication among team including schedules for staff meetings.
  • Lead, manage and support staff in their performance.

Learning and Education


  • Take personal responsibility for own professional development and keep up to date with evidence based practice and research.
  • Attend and participate in relevant staff development programmes on an ongoing basis and sharing knowledge with other staff members.
  • Assist in the training of colleagues where required.
  • Identify and inform the Learning and Education Team of any training and professional development requirements.
  • Attend all mandatory training days and ensure that all mandatary training is in date.
  • Comply with all HR system and policy requirements.

Risk Management, Quality, Patient Safety and Governance


  • Ensure compliance with all relevant HSE guidelines, policies, procedures and relevant legislation and regulatory requirements.
  • Participate in the continuous review and evaluation of policies, guidelines and existing practices through regular audit programmes and review engaging with the multi-disciplinary team where required.
  • Assist in promoting a culture of continuous quality improvement across the organisation. 
  • Be aware of the core objectives, standards and key performance indicators for the service and contribute to the monitoring of performance against these standards.
  • Participate in the requirements of the organisation’s risk management programme.
  • Promote the delivery of a high standard of care to all patients. 
  • Work with members of the team in devising Standard Operating Procedures for the development of the Department/Organisation.
  • Assist in ensuring a culture of safety, promoting positive reporting of incidents and near misses; investigate and take remedial action on incidents or near misses involving patients and staff according to organisation’s policies, protocols and guidelines.


Essential Criteria

Candidates must have at the latest date of application:



  • At least 4 years’ experience at Senior Management Level in in an organisation.
  • Have a proven track record of achievement consistent with this Job Specification.
  • Have demonstrated capacity to achieve results through multi-disciplinary and cross-sectoral working in a related service.
  • A Primary Level 8 Degree Qualification in a relevant health care related field (ie Nursing/HSCP, Business or Finance, Quality and HR)


  • A Post Graduate 3rd level qualification in a Leadership and Management or relevant field would be desirable


A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.



Each candidate for and any person holding the office must be of good character.


Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant (within the meaning of the Public Service Superannuation Act, 2004).  A candidate who is not classified as a new entrant must be under 65 years of age on the first day of the month in which the latest date for receiving completed application forms for the office occurs.
